Artwork by Eric Orr.” Beneath the shadow of Seattle’s Space Needle, a tent has been erected in front of the open park green, which is enclosed by a fence. This isn’t the first time that Decibel has brought the festival to the park, but it does mark the first time that the public is being charged for it.
